At first, according to the previous investigation on the site of Zhoushan Fishing Port, we propose a mathematical model to maximize the overall profit with a multiple-entry policy of the vessels. The optimal berth allocation and re-entry of vessels can be obtained. We integrate the vessel’s owner, the manager of the port, and the fish market vendor together, regarding the tripartite overall profit as the objective function.
