Conceptualizing the surveillance platform as an Information Infrastructure (II), we draw upon design principles for its development based on the free and open source digital platform - DHIS2. We describe the scaling process over three action research cycles, with the learning from each cycle feeds into the other both practically and conceptually. The first two cycles are based in India, the first at the regional level of surveillance and the second at a hospital facility level. The third cycle concerns efforts to build global networks to facilitate scaling efforts.
