Based on the new institutionalism and previous research, we assess the development of access, embeddedness and control features of e-participation. The framework is tested on 85 Russian regional e-participation portals, followed by the analysis of factors that might explain the variation. Possible applications and future research are also discussed. %G English %Z TC 8 %Z WG 8.5 %2 https://inria.hal.science/hal-01985607/document %2 https://inria.hal.science/hal-01985607/file/472246_1_En_2_Chapter.pdf %L hal-01985607 %U https://inria.hal.science/hal-01985607 %~ SHS %~ IFIP-LNCS %~ IFIP %~ IFIP-TC %~ IFIP-TC8 %~ IFIP-EPART %~ IFIP-WG8-5 %~ IFIP-LNCS-11021
