Our evaluation of the penetration of ICT into economies within this article works primarily from the standpoint of infrastructure-services penetration. These services are today typically expressed through computer-network connection speeds. For our comparison of the nations of Europe, and of the V4 nations, we utilized public, open data for 2010–2014 provided by various institutions. These include primarily Eurostat, the Office of the European Union, the World Bank, and the Czech Statistical Office. In terms of methodology, the multi-criteria TOPSIS analysis method is used for comparison.
