The framework is built upon General Systems Theory (GST) and Institutional Theory enriched with literature from organizational changes, and information systems/e-Government implementation. Three scenarios of implementation are proposed, each with its own departing worldview (i.e., mechanistic, organic, and colonial systems), isomorphic mechanism, implementation model, and possible impact. %G English %Z TC 8 %Z WG 8.5 %2 https://inria.hal.science/hal-01589078/document %2 https://inria.hal.science/hal-01589078/file/978-3-642-22878-0_4_Chapter.pdf %L hal-01589078 %U https://inria.hal.science/hal-01589078 %~ SHS %~ IFIP-LNCS %~ IFIP %~ IFIP-TC %~ IFIP-TC8 %~ IFIP-EGOV %~ IFIP-WG8-5 %~ IFIP-LNCS-6846
