The research shows that there is an apparent large demand for ICT shared services from all local authorities, but that in practice take-up is low and there is a strong preference for local solutions over national offerings. A number of barriers to adoption are identified and discussed. %G English %Z TC 8 %Z WG 8.5 %2 https://inria.hal.science/hal-01543582/document %2 https://inria.hal.science/hal-01543582/file/978-3-642-33489-4_10_Chapter.pdf %L hal-01543582 %U https://inria.hal.science/hal-01543582 %~ SHS %~ IFIP-LNCS %~ IFIP %~ IFIP-TC %~ IFIP-TC8 %~ IFIP-EGOV %~ IFIP-WG8-5 %~ IFIP-LNCS-7443
