Thus, TCP window size may be reduced temporarily due to packet loss. Under overloaded traffic situation in local IP-managed network, furthermore, the sending rate of TCP packets that a mobile host generates right after handover may not be enough to keep its contract service rate on SLA (service level agreement). Therefore, giving temporal priority to the packets in a handover flow can compensate for the reduction of packet sending rate after handover.
